About Us

Incorporated in 2010, the Hong Kong Loss Prevention Association (HKLPA) is based in Hong Kong and run as a private limited company under Hong Kong Companies Ordinance Chapter 32 Laws of Hong Kong with its registered address, where it is  headquartered, at Room 1304, 13/F Eastern Harbour Building, 28 Hoi Chak Street, Quarry Bay Hong Kong Special Administrative Region, People's Republic (PR) of China.  It lines up professionals, specialists and practitioners across countries to form a Far East Open Forum to share and exchange information, knowledge and experience relating to Loss Prevention in this region.

The HKLPA also provides members with services as defined in its Constitution.






The HKLPA was founded and is now presided as well by Mr Dickie CHAU (picture on the right), an EMBA graduate from Sun Yat-sen University, PR China.  Mr CHAU is a Certified Fraud Examiner (CFE)  and a senior member of the Hong Kong Institute of Marketing (HKIM).  He  has over thirty years loss prevention experience in the multi-national companies he served in Hong Kong, including Securair, Regal Meridian Hotel, UNIMIX, Duty Free Shoppers, Renful Associates, Kodak, A.S. Watson’s Group, China Resources (CR) Enterprise.  He was Loss Prevention Director with CR Vanguard (Hong Kong) and has been an expert in Fraud Investigation and Due Diligence before he became a director of the ALPS Group in mid-2014.









HKLPA's Mission Statements

The mission of the HKLPA is to achieve:

1. Loss prevention principles fully recognised, integrated with and central to enterprise development and management.

2. Loss prevention practice comprehensively adopted, continuously improving.

3. Loss prevention practitioners acknowledged as professionals, always learning.



Statement 1

The integration of the loss prevention model into the planning and operations of enterprises will be seamless.  The strategic management role of business will be protected by loss prevention; crisis & emergency management. The loss and prevention department may [will] disappear as the core management team comprises team leaders in other functions - marketing management, financial management, IT, production, operations, logistics or supply channel.

In public sector and not-for-profit enterprises, the comprehensive loss prevention model will likewise be the key framework on which the management of the enterprise is based, in terms of protecting products/ services, in terms of establishing the loss prevention culture, and in terms of the delivery of loss prevention services.

Statement 2

While loss prevention principles will come to be seen as central to understanding the protection of businesses and the way they should be planned and managed, recognition of the true role of loss prevention will mean that every facet of the relationship with stakeholders in the company, through the supply chain to the customer, will be guided by loss prevention principles. In implementation as in planning, loss prevention will be the dominant paradigm. At the same time, the relationship between practice and theory will be strengthened and made both synergistic and interdependent. From this much closer relationship, continuous evolution and improvement will flow.

Statement 3

The recognition and adoption of loss prevention; crisis & emergency management will give natural attention to loss prevention practitioners who will be acknowledged as true professionals; knowledge workers whose theory, framework of practice and code of conduct identify them as members of a distinct and defined group. Those who form the vanguard of practice as well as those who aspire to leadership will respond to the challenge for life-long learning as a mark of dedication to their cause and as a natural consequence of one of the key attributes of any successful loss prevention practitioners — a relentless curiosity about human behaviour and the way individual and community transactions take place in an organised society.
